Police Academy of Albania signed a cooperation agreement with the Kosovo Academy for Public Safety

Tirana 26 November 04 2014 - On 11/26/2014, In Tirana was signed the Cooperation Agreement between the Academy for Public Safety (KAPS) and Albanian Police Academy of Albania (PAA). Agreement was signed by the heads of two academies, Ismail Smakiqi, Director General of the Kosovo Academy for Public Safety (KAPS) and Bilbil Mema, Director General of Police Academy of Albania (PAA).


The purpose of this agreement is to establish mutual cooperation between the two institutions to support the strategic objectives in the areas of training, study, research, development and public relations.


The activity field of cooperation between the institutions involved;

Development and coordination of education at three levels, vocational education, continuing professional education and higher education. Connections of research, exchange of information and results, visits of research   staff offers research funding from the European Union and other international agencies in the areas of policing, internal security and law enforcement. Exchange and visits of staff for advice and coordination of standards, curriculum development courses and other educational issues and teaching. Exchange training programs and study programs in the field of Public Safety.


After the signing of the cooperation agreement, Academy for Public Safety and Police of the Republic of Kosovo shall submit to the Police Academy of the Republic of Albania two training courses; Basic training for police officers and First Line Management. Delivery and receipt of these materials except two directors of the academies signed also Colonel Agron Rukiqi - director of human resources in the Kosovo Police. Also Kosovo Academy for Public Safety handed the "Bachelor Study Programme in Public Safety" to Police Academy of the Republic of Albania and 18 other documents most relevant to KAPS.  Following the ceremony in front of  Albanian Police Academy personnel and senior officers of the state police, the director Rukiqi presented training courses; Basic training for police officers and First Line Management.  As Dean of the Faculty of Public Safety  in  the Kosovo Academy for Public Safety, Nazmi Iballi presented, Bachelor Study Programme in Public Safety. 


While Director Bilbil Mema expressed his satisfaction for the signing of cooperation between Kosovo Academy and Albania's Police Academy. Mema said this enables two academies institutional cooperation rather great interest to both countries. Mr. Mema on this occasion thanked the Kosovo Academy for Public Safety and Police of the Republic of Kosovo for providing  two training courses; Basic training for police officers and First Line Management and Bachelor Study Programme in Public Safety. 


Director Smakiqi, Lieutenant Colonel  Rukiqi and Dean Iballi thanked Director Mema for hosting at the Academy and assessed too high provision of training courses and study programs of the  Kosovo institutions,  in  continuation of cooperation  of public safety institutions  of  both states.
